The statutes of the Bank with regard to the saleation of directors, increase or decrease of capital, and other important matters were all decided on at a meeting of shareholders and were afterwards reported to the Vinistries of Finanes and Communications for record. The Bank, therefore, is an institution of a purely commercial nature, and the control exersised by this Ministry is far from complete. Its case is by no means the same as that of the "ank of China, which is under the supervision of the Ministry of Finance.
